Curriculum vitae

Rosa Uylenburg is hoogleraar milieurecht i.h.b.natuurbeschermingsrecht aan de rechtenfaculteit van de Universiteit van Amsterdam. Sinds 2005 is zij directeur van het Amsterdam Centre for Environmental Law and Sustainability/Centrum voorMilieurecht.
Rosa Uylenburg heeft gestudeerd aan de Faculteit der Rechtsgeleerdheid, Universiteit van Amsterdam. Na haar studie heeft zij gewerkt als jurist bij een waterschap, waar zij belast was met de vergunningverlening op grond van de Wet verontreiniging oppervlaktewateren en de handhaving  van die wet. Eind 1987 is zij begonnen met promotieonderzoek bij het Centrum voor Milieurecht. In 1992 is zij gepromoveerd op het onderwerp ‘Rechtsbescherming in het milieurecht’. 
Rosa Uylenburg is één van de toonaangevende juristen op het terrein van het milieurecht in Nederland. Zij is verantwoordelijk voor het onderzoek en onderwijs dat wordt verzorgd door ACELS. Haar onderzoek is gericht op het brede terrein van het bestuursrechtelijk milieurecht. Zij publiceerde over uiteenlopende onderwerpen, zoals rechtsbescherming en handhaving van het milieurecht, de implementatie van Europese milieurichtlijnen, de milieuvergunning en algemene regels ter regulering van milieuhinder, de integratie van het omgevingsrecht en het natuurbeschermingsrecht. Rosa Uylenburg is mede-auteur en redacteur van de handboeken 'Toegang tot het milieurecht', Kluwer 2010/2011, en Omgevingsrecht, Europa Law Publishing, derde druk 2011. Rosa begeleidt verschillende van de promotieonderzoeken binnen ACELS. 

Rosa Uylenburg geeft les in verschillende vakken die tot het masteronderwijs behoren van de rechtenfalteit. Met ingang van het academisch jaar 2011-2012 is zij benoemd als Professeur Invité aan de Université Pantheon-Assas (Paris II). Zij geeft aan het Institut du droit comparé les in hetvak European environmental Law in een masterprogramma European Law.
Rosa Uylenburg heeft veel ervaring met het uitvoeren van onderzoeken in opdracht van derden. Zo heeft zij vele onderzoeken uitgevoerd ter evaluatie van milieuwetgeving in het project Structurele evaluatie milieuwetgeving (STEM) waarvan zij de wetenschappelijkcoördinator was (2005-2010).

Rosa Uylenburg maakt deel uit van de redactie van het Tijdschrift voor Milieu en Recht en is voorzitter van de Nederlandse Vereniging voor Milieurecht.

General Information

Rosa Uylenburg is Professor of Environmental Law and Nature Protection Law at the Law Faculty of the University of Amsterdam . Since 2005, she has also been Director of  the Amsterdam Centre for Environmental Law and Sustainability (ACELS).

Rosa Uylenburg studied law at the University of Amsterdam . She then worked as a legal policy officer for the local government (‘waterboard’), where she was responsible for the legal aspects of water permits issuance and enforcement issues. In 1987 she started work on her doctoral thesis at the Centre for Environmental Law. In 1992 she defended her dissertation on Legal Protection in Environmental Law.
Rosa Uylenburg is one of the leading environmental lawyers in the Netherlands . She is responsible for the research and teaching activities within the ACELS. She has published many articles and books in the field of administrative environmental law, i.a. on  regulation of  installations (IPPC/IED), public participation and legal protection (Aarhus), compliance and enforcement of environmental law (IMPEL), biodiversity and protected areas (Habitat and Bird-directives) and the integration of environmental policy.  Rosa  is also a supervisor to several doctoral research students.  

Rosa Uylenburg teaches in a number of Master’s courses on environmental law and nature protection. Starting in academic year 2011-2012, she will teach European Environmental Law as Visiting Professor at the Université Pantheon-Assas (Paris II).

In addition to her academicresearchand lecturing, over the years, she has completed numerous research projects on a wide variety of environmental law topics. She was the academic coordinator of the multi-annual research project (conducted by ACELS, VU-IVM and METRO/Maastricht University) evaluating and advising on Dutch environmental legislation to the Ministry of the Environment (2005-2011).

Rosa Uylenburg is one of the editors of the Dutch Journal of Environment and Law (Milieu en Recht) and the President of the Society for Environmental Law in the Netherlands (Vereniging for Milieurecht).
